Research On "Beautiful Countryside" Construction In Xinzha Township,Anlu City

“Beautiful Countryside” construction is an important part of “ Beautiful China” construction.Since 2013,the No.1 Central Document has advanced “ Beautiful Countryside” construction into the height of national developmental strategy.According to the strategic plans and arrangements of “Beautiful Countryside” construction,Hubei province has proactively explored the developmental path with its own reality,and implemented a series of profound policies.As one of reform sites of Hubei province,Xinzha township implemented “Beautiful Countryside” construction,and its development model and influence radiated around the surrounding countrysides.Based upon those facts,this research focus on “ Beautiful Countryside” construction of Xinzha township,which can develop into a typical case and experience model of “Beautiful Countryside” in central China,and it can also inspire “Beautiful Countryside” construction in other parts of China.This research starts from the reality of “Beautiful Countryside” construction by Xinzha township.The methods mainly are investigation method and case study.Through constructing beautiful Xinzha and developing its green economy,this research is based on the local situation of the township development,countryside development,village development,and human development,systematically summarizing the successful experience of “Beautiful Countryside” construction of Xinzha township,and analyzes its objects,essences,theories,and practice.The definition of “Beautiful Countryside” in this paper is a ideal situation which is comprehensively developed in the areas of ecological environment,rural economic development,rural cultural progression,infrastructure construction,and grass-root democratic governance.This paper analyzes the concrete experience of “Beautiful Countryside” construction in Xinzha Township from the aspects of perfecting planning,fund rewarding,garbage removal,breeding pollution intelligence,and straw burning.This paper summarizes the achievement of “Beautiful Countryside” countryside in Xinzha township,and specifically elaborates the cases of Zhangfu village and Daliao village.In the process of “Beautiful Countryside” in Xinzha township,three main problems are analyzed.They are the problem of public participation,the difficulty of financial raising,and the dilemma of creating a long-lasting cleaning mechanism.The reasons of these problems include the shortage of democratic participation,the underdevelopment of agricultural industry,and the deficiency of long-lasting mechanism of “Beautiful Countryside” construction.Some suggestions are put forward,including improving the character of the villagers,and upgrading democratic governance;coordinating the governing environment,and expanding the financing channels;improving working mechanism,and strengthening the construction power.This paper wishes to explore an original model of “Beautiful Countryside” construction and provide useful experience for other cases.
