| The system of villager autonomy is one of the basic political systems in China.The establishment and development of the villager autonomy system has established the legal basis and organizational guarantee for the Chinese peasants to improve their democratic consciousness,participate in democratic practice,train democratic skills and realize democratic rights.Taking the village of F village,which is located in the inland of Northwest China and the relatively backward economy,as a section of the democratic practice at the grass-roots level in China,the actual situation of the self-governing system of villagers in practice and operation is taken as the main content of democratic election,democratic decision-making,democratic management and democratic supervision in the implementation of the specific precision Poverty Alleviation Policies.It helps intuitively sense the specific variation of villager autonomy system.At the same time,in the legal framework of the existing villagers’ autonomy system,the breakthroughs of various forces,various factors and the villagers’ autonomy system in the process of the implementation of the F village in the process of precision poverty alleviation are analyzed,and the suspension between the actual state of the concrete implementation of the villager’s autonomy system and the stated state of the legal text is discussed.From the change of the function of the village committee after the tax and fee reform,the lack of the operational nature of the law,the lack of legislation in important fields,the loss of the main body of self-government,the over power of the grass-roots government and the dislocation of the relations between the two committees,the reasons are explained.Finally,on the basis of the empirical analysis and rational thinking of the various exploration and innovation of the villagers’ autonomy system at different levels and regions in China,in the existing legal framework of the villager autonomy system,the problem consciousness is taken as the main line to consider the system defects of the villagers’ autonomy as far as possible,In the face of practical difficulties,comprehensive analysis,bold innovation,in conformity with the legal framework,social reality,political reality on the basis of finding self-government,reconstructing the functions of villagers’ autonomy. |
