Labor relations,is our country the complicated social relationship of the most importantone,it have the double characteristics of private rights and social concurrently,makes it to social stability and economic development have considerable influence.When the operation of the labor relations due to some objective reasons,especially after the great change of enterprise,is a major labor dispute,the labor dispute if you can’t get timely treatment and effective suppression,will be on the developing scope and intensity of continuously development,resulting in significant social risk,and even cause impediments to economic development.Research of this paper is in the research of dalian M case,on the basis of statistics and analysis of data,by looking in the past decade the basic reasons for the formation of dalian municipal labor dispute,the study of the basic law of development of the local labor dispute,thus realize the risk for labor dispute in the necessity of government control,and carefully analyze the advantages and disadvantages of existing labor dispute coping strategies,and on this basis,determine the labor dispute risk prevention and control of government strategy’s basic goal.For effective prevention and control strategy,this article first to determine the basis for the design of prevention and control work,the scope of the functions of the government departments,division of labor cooperation logic and made a clear definition of the limits of government intervention,and then determine the prevention and control of macroscopic logic,is the strategy guiding ideology,basic principles and fundamental goal to make effective definition;Finally,the final implementation plan is determined,the implementation department of the prevention and control strategy,the specific work method and the operation process of the whole strategy are clearly defined,and the preliminary feasibility analysis is carried out.In order to ensure the effective implementation of the government control strategy for the risk of labor disputes,this paper has conducted active and effective research on how to ensure the effective operation of the strategy.First,clearly put forward the implementation of the strategy,need in the upper laws,regulations and policies at the grass-roots level specification both make that clear,and second,emphasizes the level to strengthen the social management network layout,in view of the community,enterprise unions and legal team to carry out the underlying architecture;Third,emphasis on risk in the face of major labor dispute,control and guide the media should be strong and effective measures,both traditionalmedia and new media and social networking tools,shall be effective to actively use;Finally,it emphasizes strengthening the staff’s education and training,and improving its ability to discover and respond to the risks of labor disputes. |
