The public security organ,as the important force of administrative law enforcement and criminal justice in China,its main responsibilities are to combat crime,protect people's security and interests,maintain social stability,and promote the smooth progress of the socialist modernization construction.In the face of the current complex domestic and foreign political environment,the public security organ must further strengthen the team building and constantly improve the overall strength of the police team to better fulfill its responsibilities.At present,our country is carrying out the strategy of law-based governance,and the legalization process continues to accelerate.In other words,to improve the work performance of public security criminal police can better meet the needs of the current socio-economic development.This paper discusses the criminal police performance appraisal system.In the criminal police team,performance appraisal is closely related to the work efficiency of the criminal police,so the exploration of the police assessment integration mechanism can enhance the performance management ability of criminal police.At the same time,scientific theories and methods should be applied to strengthen the management of the criminal investigation work,control the operation cost,and improve work efficiency of the criminal police.The research first analyzes the research background of criminal police performance,and summarizes the related literature at home and abroad to figure out the performance appraisal research status of criminal police as civil servants,and also analyzes the technical route of this research.Then,it makes an in-depth analysis of criminal police's human resources characteristics,the concept of performance appraisal and performance management trends and so on,in order to clear the current criminal police performance appraisal situation.Taking the criminal police performance appraisal of Zengcheng District Public Security Sub-bureau in Guangzhou city as a study case,the current situation,contents and problems will be discussed.Through research and analysis,the paper thinks that currently the problems existing in the criminal police performance appraisal of Zengcheng District Public Security Sub-bureau in Guangzhou city mainly include: not quite scientific setting of evaluation indexes,assessment indicators' ignorance of the external factors,low technology content of the index design construction,inadequate use of the assessment results,lack of the supervision mechanism of assessment.Through the analysis,the causes of these problems are that research is not sufficiency,the theme of evaluation indexes is too simple,and the design of indexes lacks repeated demonstration.In the process of the optimization of the design,in order to ensure the science and justice of the performance construction,this paper deeply discusses the job characteristics of criminal police and makes a detailed illustration of administrative positions through the inventory,revocation and merge,etc.In addition,this paper also puts forward that the security condition of the implementation is to enhance the human resource management ability of Zengcheng District Public Security Sub-bure,and establish the performance appraisal and supervision mechanism and the performance evaluation result feedback mechanism.
