Study On The Effectiveness Evaluations Of Introducing High-level Talents Overseas To Hunan Province

ABSTRACT:In recent years, Hunan has developed a number of high-level overseas talents introduction policy, developed a number of preferential policies for the introduction of overseas talents, while in this increasingly intense battle for talents, there is till some weak points in the introduction of high-level overseas talents for Hunan Province, We need to furtherly improved the issue preferential policies to overseas high-level talents, such as:high-level overseas talents housing problems.We have analyzed the basic status of the Hunan Province's overseas high-level talents introduction in recent years, then we have a empirical analyse of the effect on the Hunan overseas high-level talents introdution by using analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method, we have made the conclusion that:Among the staff who is in charge of personal director from universities, corporations, governments, institutions and research institutions, there is about34.51%who have the oponion that the introduction of overseas high-level talents has very good effect,35.82percent of executives think the effect is better, while only11.68%of the personnel director think that the introduction is ineffective. We can also draw the conclusion that overseas high-level talents have played an important role in the Hunan Province's economic and social development, even they produced a strategic significance in China's economic and social development, the foregoing analysis shows that there are still many deficiencies in Hunan's introduction of overseas high-level talents, for which the author tries to put forward the corresponding measures for improvement. After introducing such measures, as the continuous improvemen of the relevant policy environmen in Hunan, there will be more and more high-level overseas talents coming back.
