The Research On The Optimization Countermeasures Of College Sport Venues Management In Hubei Province Upon Sport Public Service Theory

Stadium facility resources are important material guarantee and hardware of the development of sports undertakings, the arena of sports show, the main land of rigorous development of mass sports activity, the grand stage of health culture, the business card of urban marketing. Collegest adiummust first guarantee the teaching mission, meet the needs for physical exercise of the staff and students, it has its particularity compared with social stadium, its function orientation and the management pattern follow its own development law.Learned from the current research status, the national collegest adium management system exists in the management mechanism, inadequate resources, serious idleness problems, lack of professional talents. With these problems, this study does sufficientquestionnaire survey and expert interview considering the stadium management current situation of universities in Hubei province, around the stadium management function and role orientation, management institution, management subject, management team, property management, using the stadium management process, evaluation methods, stadium opening and operating, stadium pricing mechanism, the facility operation mechanism and operation method of financial management system, school financial policy, etc. Combined with the results of the questionnaire and expert interview, an in-depth analysis in order to find the problems existing in the stadiums in the management of university id done. Guides by sports public service theory, efforts to puts forward some countermeasures for optimizing the management of university stadiums are taken, effectively solving the problems of colleges and universities stadiums management problems and providing some reference and promoting university stadiums management in the direction of specialization, standardization, normalization, maximizing public service functions of the limited sports resources into full play.This study reaches the following conclusions: first, the management in the current colleges and universities stadiums in Hubei province exists many problems, including the unsound management system, the ambiguity of management subject in many schools, the unclear management liability;the unprofessional management team; the unsound management, the substandard rules and regulations, lack of standard management rules for the use of stadiums, lack of clear policy guidance; the weak operating mechanism and operating method,low operational efficiency, etc. Second, in the management of the colleges and universities stadiums should follow the unified management principles, professional management principles, public welfare principles, paid service principles, optimizing configuration of the limited sports resources in colleges and universities and allowing teachers and school staff to receive equal opportunity of sports public services. Third, the function and responsibilities of the university stadiums should base on school undertaking tasks, fully open to the teachers and students staff in their spare time, and moderately open to the public, maximizing sports public service functions into full play. Fourth, establish school stadium management center comprehend sively manageace cording to the different goals and tasks of school stadiums, different construction scale, the specifications, the different service object and so on, establish targeted multi-level comprehensive management pattern. Fifth, strengthen the construction of stadium ssystems and mechanisms, improve the management system, build a professional management team, accelerate the construction of stadiums management inform ationization, citing "3E" evaluation method and service quality satisfaction method as a way to evaluate quality of stadium management, promote the university stadiums management to develop in the direction of the specialization, standardization, normalization.
