The Interest Analysis Of Government-Subsidized Student Loan Scheme In China

Student loan scheme is not only the combination of modern thoughts,such as democracy, equity, cost sharing and human capital,and practice, but also an important phenomenon of the development of the international higher education.The Government-Subsidized student loan scheme in China is an essential measure that as for the purpose of subsidizing the students who has economic difficulties. This scheme is working under the condition of marketing economy. What's more, our government is utilizing this scheme to improve our subsidy policy system of high education. The Government-Subsidized student loan scheme in China can guarantee the equal rights of receiving education, at the same time,it can improve the equity of education and the construction of harmonious society.The main research methods of this paper are literature studying, policy text analysis and comparison. With these methods, this paper gives the definitions of student loan, government-Subsidized student loan scheme in China and interest analysis at first, and then states that the theoretical basis of this paper is stakeholder theory. On the basis of these works, in the second chapter of this paper limits the main content of interest analysis of this paper. After that, the paper gives the main description of interest of each stakeholder in different stages of the policy. By the researching of policy texts, to find out the differences and similarity of interests between different stages, and tries to explore the causes of these differences. The main causes including the financial ability of government, the reform of high education system and the improving the mechanism. Finally, the paper pointed out that the ultimate goal of Government-Subsidized student loan scheme in China is public interest which is based on the interests of different stakeholders. At the end of this paper, the results of researching found out that,there were two principles of realizing public interest.The first one is trying to respect the different interests of different stakeholders. The second one is trying to figure out the relationship between rights and responsibilities. And the specific ways of realization including:improving the incentive and restraint mechanism, establishing the benefit compensation mechanism to ease the conflict of interests, improving information communication mechanism to reduce the information asymmetry, checking the scheme regularly to revise the scheme.
