As an important means of high level personnel training, graduate education has a direct impact on the progress and development of economy, science and technology, society and economy in the country and region. In recent years, with the continuous expansion of the scale of education and the deepening of the popularization of higher education, the quality of education has aroused widespread attention in the community and the academic community. Therefore, it is of great significance to establish the quality evaluation and guarantee system of the graduate education in Tibet, and to cultivate qualified talents with high level of social and economic development in Tibet.In this paper, the system analysis on the basis of domestic and foreign related research activities and achievements, "quality"? "quality education", graduate education quality "concept and the influence of the internal and external factors of the quality of education students for the detailed analysis. Based on the specialty and status of higher education in Tibet from China's different regions of student education quality evaluation system of practice and experience, tries to establish other Tibetan Colleges and universities classification of graduate education evaluation index system. At the same time, through analyzing and comparing to the graduate education quality assurance system of the outcome of the study at home and abroad, to the economics of the concept of total quality management for visual, discuss how to establish suitable for China's national conditions, suitable for Tibet region and the current education situation of postgraduate education quality of internal and external guarantee system and construction strategy.This paper is divided into five parts. The first chapter is the introduction, explains the origins and significance of the question, further comparative analysis of related research at home and abroad; the second chapter quality evaluation standards and the quality of graduate education, mainly focus on the quality evaluation, the quality of postgraduate education, comprehensive management theory and other related concepts are defined; the third chapter research status of Tibet higher education quality school students, based on a comprehensive exposition of Tibet higher school graduate education development present situation, through the questionnaire survey data, analysis of the problems in education and the influence of Tibet higher school graduate student education quality of internal and external factors of graduate students in Colleges and universities in Tibet; the fourth chapter of Tibet university students quality evaluation system, according to the actual the status of Tibet higher education development, referring to domestic and foreign research and practice in the quality evaluation system of graduate education by Achievements and experience, trying to establish Tibetan Colleges and universities classification other graduate education quality evaluation system; chapter five Tibet University graduate students quality guarantee system construction, through the collation and analysis of the above issues, to the concept of total quality management to rely on, the establishment of Tibet Higher School graduate education internal quality assurance system. At the same time, according to the education in the new era, the subject of the evaluation concept of diversification, the establishment of Tibetan Colleges and universities of external quality assurance system.
