In October 2004, the Party Central Committee and State Department promulgated "The Opinions on Strengthening and Improving the Ideological and Political Education for Undergraduates". This document demands that college counselors should actively occupy the new battle field of network ideological and political education, and should also firmly seize the initiatives on network ideological and political education. In July 2006, "The Provisions on the Team Construction of College and University Counselors" were issued. It clearly defines that it is one of the job requirements for college counselors to utilize various newly-emerging working platforms. In March 2014, Ministry of Education published "The Occupational Competence Standards of College and University Counselors (Interim)", which further sets provisions on college counselors' implementation of network ideological and political education, from the perspectives of job content, capacity requirements, related theories and knowledge, and so on. In January 2015, General Office of the CPC Central Committee and General Office of the State Council published "The Opinions on Further Strengthening and Improving the Propaganda and Ideological Work in Colleges and Universities under the New Situation", pointing out that colleges and universities should innovate their network ideological and political education, and should focus on cultivating a group of well-known network teachers with correct guidance and powerful influence. Besides, it is also mentioned in the document that a working platform for counselors to implement network ideological and political education should be constructed. With the development of ideological and political education circumstances in colleges and universities, the urgency and importance of carrying out network ideological and political education get more and more attention. In this context, college counselors must clearly define their responsibilities, assume their duty actively, and take real actions. Therefore, summarizing and improving college counselors'working competence of implementing network ideological and political education can contribute to the development of society, the perfection of working competence, the realization of comprehensive education and solving the practice plight.This thesis is intended to summarize and reflect on the present practice of network ideological and political education in colleges and universities. The ultimate purpose is to provide directions and principles as references for future network ideological and political education implemented by college counselors, and contribute to its scientific implementation.The whole thesis is divided into four parts:In the first part, the basic connotations of "the scientific work of college counselors" and related concepts are clearly defined. Besides, college counselors' job content of implementing network ideological and political education is clarified. These serve as theoretical premises for this research.In the second part, the ideal mode of network ideological and political education implemented by college counselors is constructed from four perspectives:guiding ideology, educational theories, job content, working methods.In the third part, the current situation of network ideological and political education implemented by college counselors is explored. Combining the research methods of literature review and experience summarization, the realistic representation of the fact that the present work is not scientific enough is summarized, followed by a causal analysis from multi-dimension.In the fourth part, based on the summarization and rational knowledge of realistic representation which reflects that the present ideological and political education fulfilled by college counselors lacks of science, strategies of principle to improve scientific degree are raised from four perspectives:cultivating strategic awareness, improving working competence, solving practice plight and realizing comprehensive education.
