China's "one-child" policy implemented more than thirty years, effectively controlling the explosive growth of China's population, this article summarizes the achievements of "one-child" policy in more than 30 years. at this policy was very strict in the implementation. Academic were on the formulation and implementation of family planning have carried out attack that country population policy was not only contrary to the humanitarian. And these problems restrict our scientific and sustainable development of society and economy. China's implementation of the conditional release "two child" policy in 2013, the "single second child" policy, after two years of "single second child" policy, many researchers thought the policy can not make a good future population gradually increased and maintained at a relatively stable level, so in 2016, the full liberalization of "two—child" policy has been implemented.In this paper, the framework is the planned behavior, based on this theory, this paper is analyzing "attitude and behavior", "subjective norms", "perceived behavioral control", at these three aspects of behavioral intentions, analyzing seven factors that influence fertility desires and build 7 suppose, through the linear regression model to analyze these assumptions is established; through structural equation model analysis of the impact of these factors, in the "attitude and behavior", the main survey is stimulating individuals "attitudes two-child policy". And "subjective norms" is investigating the surroundings whether individuals produce fertility desire, "intuition behavior control" is investigating individual's age, income, education, household type effect on fertility intention.Finally, in terms of policy advice, through empirical analysis on before, carry out some policy recommendations. Policy recommendations are analyzed from the government, society and individual; and in order to alleviate the negative impacts of "one-child" policy, which also made a number of policy recommendations.
