Talent is the first resource of economic and social development. Talent development mechanism reform is an important part of the comprehensive deepening of reform, is to build a strategic move to build a higher level of development of the advantages of the talent system to achieve a higher level of quality. Co-ordination "four overall" strategic layout, to implement the innovation, coordination, green, open, sharing the development concept, to achieve the goal of "two hundred years must deepen the reform of personnel development, speed up the construction of talent powerful nation, maximize stimulate talent to create innovative vitality, talent development and economic and social development of the depth of integration. The process of economic and social development in a country and region requires serious consideration, planning and active practice for the introduction of talents, training talents, using talents and retaining talents. The introduction of talent has become a strategic decision in many countries and regions, and mainly through administrative forces to pursue the relevant work.Government to introduce talents is the government is dominant, with the goal of social and economic construction of talent demand, through the dynamic process of the development of the early- mid- late introduction of talent and continue ad infinitum.
