The school level is decided by the quality of the teachers. Teachers' construction is the key point of the development of the school in the process of development of high vocational education. With the integration of university-enterprise cooperation, the cultivation of the “double quality” teachers is becoming the important way of reform in improving the quality of school. So a key point in the research of high vocational education in recent year is how to plan, guide and guarantee the cultivation of the“double quality” teachers.Qinhuangdao Institute of Technology is listed as one of the national backbone of the construction unit of High Vocational Colleges. It has achieved certain results in the construction of teachers team and teachers' teaching ability, but we should also make clear that our teachers construction still exist the certain deficiencies. These problem mainly due to the backward idea, imperfect system, non smooth trainin way and weak practical ability.In the current situation, we must develop the strategy of “double quality” teachers of Qinhuangdao Institute of Technology. First of all, we must first establish the concept of innovation, mainly includes the concept of sustainable development, the new concept of social service, the concept of teacher professional development. Next, deepen the training measures, the key point is establishing the leading organizations, developing training planning, enhancing the integration and coordination. Again, improving the quality of the teacher training system, mainly on the management system of the factory practice and the management system of the external teacher. Then, broaden the training channels, mainly rely on internal promotion and external introduction. Finally, strengthen the training of the teachers' practical ability which need the government support, the school and the enterprise participation.This article mainly uses the literature research method, It collects the relevant research literature at home and abroad, and obtains valuable theoretical reference and technical support. At the same time, it uses the questionnaire survey method, obtains the real data to carry on the statistical analysis. Finally it uses the causal analysis and caseanalysis, analyze the existing problem. During this period, the article improve the quality of College Teachers in the project by the advanced measure in accordance with actual,promote the improving of the “double quality” teachers.
