With the objective of China to build a well-off society in an all-round way in planning for its 13 th Five Year Plan, rural districts have become the critical areas of poverty alleviation work in the country, and in the continuous destitute areas the rural poverty problem strongly needs to be studied. More of the existing literature concentrates on macro-level analyses of poverty characteristics, while less has been studied from a micro-level perspective. In the current national context of the full implementation of the Precise Poverty Alleviation Strategy, the spatial characteristics of the poor in rural areas still demand further research and the role of planning work in poverty reduction has yet to be studied. This thesis selects a key county for national poverty alleviation and development, Changyang, as a study area, which is located in contiguous destitute areas in Wuling Mountainous Districts. And the study objects are the spatial characteristics of the poor population on multiple attributes. Firstly, this study makes use of the local geographical information datasets, statistical data in national archiving poor population information project, statistical yearbook, agricultural annual reports and the information of typical impoverished households, which are collected according to extensive fieldwork, to analyze the spatial specificity of rural poor population under the influence of geographical environment and socioeconomic factors with Arc GIS, SPSS and other analysis software. In addition, a combination of analytical methods of geography, demography and sociology is applied to approach the research from both a medium view on county scale and a microscopic view on small watershed scale to sum up and analyze the poor population spatial types. Finally, a review of the current anti-poverty modes is conducted and coupling analyses are made separately between typical poor population space and industry space, ecologically fragile space, as well as living space on both county and watershed level, in order to propose optimized countermeasures in Changyang poverty governance, combined with the aforementioned results of spatial characteristics analysis of the rural poor population. The study conclusions are as follows:(A) The poor population of Changyang County agglomerate in certain areas when village is the analyzing cell, and there are five typical poor space units with different characteristics in poverty-correlated factors which can be attributed into four categories including geographical space, facilities and service, economic condition and demographical features. Different poor space units have different dominant poverty-related factors.(B) The poor population of the seven villages along a small watershed presents four kinds of spatial type when studied with the unit of villager group. Ad these spatial types are distinguished in poverty rate and have differences in micro geo-environment, production factors and living conditions, and there are some typical villager groups with significant effects of certain factors leading to poverty.(C) Optimized poverty relief countermeasures are put forwards in three aspects: the rural poverty alleviation mechanism and principle, the development of county poverty alleviation model and the improvement of village anti-poverty projects.
