In recent years,with the progress of society and the improvement of people's living standards,people's demands for education has also increased,more and more people begin to pay attention to education equity,the balanced development of education has also received more attention.However,at present,China's education development is not balanced,for example,there are some differences between different schools and different groups in different regions,of course,and the difference between urban and rural areas is particularly prominent.The irrational allocation of urban and rural teachers has become an important factor which restricts the balanced development of urban and rural education.In order to ensure the fairness and justice of education and promote the harmonious development of society,it is necessary to establish an orderly and rational circulation mechanism between urban and rural teachers,improve the treatment of rural teachers,and guarantee the tilt to rural teachers' resources.This can lay a solid foundation for education equity and balanced educational resources,especially for the rationalization of teachers' resource allocation.In order to help teachers grow and ensure balanced development of teacher resources between urban and rural areas,the country and some regions have begun to implement new policies of teachers' flow,such as requiring regular or occasional exchanges or rotation in different regions or schools.However,in the actual implementation of the policy,the flow of teachers did not achieve the intended purpose.Therefore,we urgently need to analyze the causes of all parties accurately and put forward a more comprehensive strategy to ensure the policy implementation of urban and rural teachers' flow.This paper takes the urban and rural teachers' flow policy in Zhuzhou as an example,through literature review and investigation method,it analyzes the effect and influence of urban and rural teachers ' flow policy.The article consists of four parts:The first part introduces background and significance of the paper.The second part summarizes execution background of policy implementation of urban and rural teachers ' flow policy from Hunan Province and Zhuzhou City three levels.The third part takes the primary and secondary school teachers in Zhuzhou City as the object,through questionnaires and Personal interviews methods,analyzes the implementation of urban and rural teachers ' flow policy status quo and reasons from the balanced development of education;In the last part,combined with background of the current balanced education development,the author puts forward countermeasures for the implementation of rural and urban teachers ' flow policy from the state and local government level,the educational administrative department and the school level,the teachers' level and the policy implementation environment.
