China has entered the new normalization of economic and social development,is in a critical period to accelerate the transformation of economic development and industrial transformation and upgrading,pressing for high-level application-oriented talent as the support.However,the structural contradictions of higher education personnel training has become increasingly prominent,China's higher education has also entered an important node of development and the transition period.Accelerating the cultivation of applied talents is one of the key measures to break the gap between the supply of talents and the demand of economic and social,which is conducive to the formation of a reasonable educational structure and optimizing the structure of human resources.As the main force of the popularization of higher education in our country,the newly-built undergraduate colleges are faced with the difficulties and opportunities of transition.With the development of applied talents reform as the breakthrough,and strive to achieve the optimal allocation of educational resources in the stage of popularization of higher education,realizing the benign interaction with economic and social development needs.This paper first analyzed the reasons why the newly-established colleges in our country should apply the cultivation of applied talents as the key point of transformation and development from four aspects: the employment of college graduates,the need of college itself connotation development,the regulation and control of higher education and the new demands of economic and social development.At present,there are some problems such as the ambiguity in the orientation of running a college,lagging in the construction of the teaching staff,weaking in practice teaching,lacking of cooperation mechanism in personnel training,deviating from the training target of the applied talents and the evaluation of the talented cultivation in the in the process of cultivating applied talents of newly-built undergraduate colleges.Secondly,based on the theory of competency,constructed the competency model of applied talents training in the newly-built undergraduate colleges by using the methods of literature,interview,questionnaireand factor analysis.The model includes five dimensions of the development ability,professional ability,application innovation ability,employment ability and personality traits of the applied talents,which is composed of twenty-eight second-level indicators.Finally,on the basis of analyzing the competency model and the existing problems in the process of talented cultivation,this paper puts forward the paths and implementation guarantee of the training of applied talents.By the applied talents competency mode as the logical construction,revising the scheme of talent training,developing the integrated curriculum system of theory?practice?and quality,the establishment of practical teaching system,optimizing the construction of disciplines,perfecting the multi-agent collaborative cooperation mechanism of fostering talents,combining the personality traits of students and social needs and the future that will be occupied through the occupation career planning,promoting all-round development.At the same time,in order to ensure the application of talents training objectives can be successfully achieved,but also putting forward the corresponding supporting safeguard measures,including playing the role of government functions,enhancing the governance capacity of colleges and universities,intensifying the construction of teaching staff,promoting the quality of education,modifying the academic evaluation system,introducing the external subject to play the effectiveness of supervision and protection.
