Study On The Quality Culture Construction Of Postgraduate Education

Quality is the lifeblood of the postgraduate education, as well as the basis of ensuring a sustained and sound development of the postgraduate education. Both the national authorities of education and the institutes of postgraduate education have paid significant effort to improve the quality of postgraduate education which achieved remarkable results. Nevertheless, during the postgraduate education it appeared a phenomenon that too much attention has been paid to the aspect of skills and methods while the cultural dimension has been overlooked, resulting in some graduate students who are of knowledge yet without culture. This paper puts forward the concept of quality culture of the postgraduate education to solve the problem.With the ideological guidance of cultural education and a comprehensive study on the quality of postgraduates, this paper regarded concepts of quality and culture as the logic basis of the study. It presented clearly the concept of quality culture of the postgraduate education based on the clarity of the concept of the quality of postgraduate education. Furthermore, the author elaborated four levels which included material level, institutional level, behavior level and spiritual level, discussed the relationship among these four levels, and pointed out functional characteristics of the quality culture of postgraduate education.Then it studied the current situation of tutors and postgraduates of four universities in Hunan province by questionnaire survey and interviews. The analysis software including SPSS was used to analyze the data received, which reached the conclusion that the material level was of relative gratification, the institutional level was required to be perfected, the behavior level to be enhanced in standardized management, and the spiritual level to have a better construction.Finally, taking the example of the quality culture of the postgraduate education in America, England and Japan, it reached a conclusion, and elaborated a model of "ESCD s" to build the quality culture of the postgraduate education including material level, institutional level, behavior level and spiritual lever.
