Low due to lack of exercise cardiopulmonary function, bone and muscle degeneration, overweight, obesity, and more and more serious problems such as low weight, it has become a prominent problem in higher education, and may affect the future of China national strength.Although, at present there are many reasons for the poor college students' physical health, which has both subjective reasons for college students' attitude to life, health habits, there is also a sports equipment, sports consciousness and so on conditions of school leaders safeguard and the environmental impact and other objective reasons. As the direct executor of sports colleges and universities sports, sports teacher's unshirkable responsibility. So how to ensure the quality of physical education in colleges and universities, and ensure the effect of the college students' exercise, physical education in colleges and universities and teachers' responsibility obligatory, so how to construct the college PE teachers' vocational skills standard, how to improve the teaching level of public physical education teachers, so as to improve the quality of physical education in colleges and universities, in order to achieve the comprehensive training of university talents education purpose, achieve the basic purpose of school sports, is under the new situation the needs of the reform and development of college sports. Based on this, taking colleges and universities in jiangsu province the current situation of public PE teachers' professional skills as the breakthrough point, to perfect the evaluation system of college PE teachers' professional skills as the starting point, the reference for physical education teachers in colleges and universities on the basis of evaluation results, try using the comparison method and Delphi method to construct index system of college public physical education teachers in jiangsu province vocational skills, can to improve the level of college PE teachers'professional skills and promote the college physical education teachers professional skill theory research level have the effect of power.Research results:preliminary constructed the index system of college public physical education teachers in jiangsu province vocational skills, five latitude level indicators. The professional knowledge skills, physical education, sports scientific research skills, interpersonal skills, service management skills. Latitude 10 secondary indicators, namely, ontology knowledge, conditional knowledge, teaching design, teaching operation strategy, literature research, scientific research, dialogue, communication and understanding, extracurricular activities, and physical health; 37 tertiary indicators. Two rounds of Delphi method the statistical results show that the expert authority coefficient is greater than 0.70, the mean importance all greater than 3, the variation coefficient between 0.06 and 0.44, Kendall coefficient between 0.219 and 0.687, significant differences were experts coordination coefficient (P 0.05) or less. According to statistics from the representative, the positive coefficient, degree of authority to the concentration, the degree of variation, the Kendall harmonious coefficient are within the permitted scope of the Delphi method, desirable, reliable results, has certain scientific nature.
