The school-based curriculum development is the highlight of the curriculum reform of basic education in China in twenty-first Century.In the past fifteen years,many primary and secondary schools had been developing school-based curriculum,and had gained some important experience.However,what was the quality of school-based curriculum development?"One,is better than none?" This paper focuses on quality evaluation of school-based curriculum syllabus.Considering students' needs and existing resources,the school-based curriculum syllabus is a curriculum plan which mainly designed by teachers,based on the curriculum policy and school-based curriculum planning.It is "school-based","advanced","technical" and "consistent" in essence.The "school-based curriculum syllabus assessment tool" roots in structural elements of plan as well as essences mentioned above.By collecting the quality data of 100 school-based curriculum syllabuses in primary schools from the National School-based Curriculum Design Competition,and 5 of them as cases,using the method of quantitative analysis and qualitative analysis,through the Wright Map and case comparison,we can find the advantages and disadvantages of the current school-based curriculum syllabus in primary schools.The results are as follows:(1)generally,the quality of school-based curriculum syllabus was moderate.Most were structure-completed,but there were some problems in responding to the key elements.(2)for the essences,"school-based"feature was the best while "technical" is weaker.The syllabus can reflect the reality of the school but can't stick to students' position.(3)for the structure,the syllabus lacked the design of curriculum evaluation.Compiled in a strong sense of the effect of teaching,it was more concerned about the content and implementation,while ignoring the curriculum goal and evaluation.To solve these problems,this paper puts forward some suggestions for improvement.
