Higher vocational education is an important level as well as an significant part of our higher education, which plays a vital role in economic and social development for our country. For several yeas, Vocational and Technical Colleges have trained a large number of personnel with skillful and practical technical ability, which make great contribution for our country's prosperity in economy and harmony in society. However, most of the higher vocational college start late have week foundation and less investment, the overall quality of higher vocational education is barely satisfactory, and leads to a huge gap between our country's talent demand in China's new industrialization, urbanization, informatization and agricultural modernization. All kinds of reasons lead to the production and continuance of this dilemma, but the legging of teachers troop constructs is the basic one. In another words, it is very urgent to construct a teachers'troop with abundant quantity, excellent quality, reasonable structure and outstanding characteristics to improve the quality of higher vocational education, specifically, the "Dual-qualification" Teaching team which is suitable for higher vocational education.Based on the previous research, this essay will try to take the Shaoyang Polytechnic in poverty alleviation development zone as example, to understand and analyze the higher vocational schools'teachers team construct systematically, deeply and carefully with the theory and method of educational ecology, especially for the current situation, plight, reasons and solutions of the "Dual-qualification" Teaching team construct. In hopes that we can make some innovation for the theory and practice in the "Dual-qualification" Teaching team building, which means that we can "see big things through small ones" with the method of "dissecting a sparrow". On the basis of comprehensive research in Shaoyang polytechnic, according to the theories and the aim from Dual-qualification" Teaching Staff Construction and the aim of etc, in the premise of government-overall planed, school-oriented and enterprise-supported pattern, in terms of the rules of regional coordination, push forward cooperatively and resource sharing, the essay will put forward an new idea to wholly promote the "Dual-qualification" Teaching team building in vocational college, and then discuss the strategy and route from four dimensions in government, society, schools and teacher.
