In recent years,Our country has paid more and more attention to preschool education.As the starting point of quality education,preschool education has become an important part of our national education system.the key to promote the healthy development of preschool education and strengthen the construction of preschool teachers is to promote the quality of preschool teachers through teacher training.Reviewing the history of more than 30 years of Reform and Opening Up,the development of preschool teacher training policy in our country has experienced a long period of exploration and practice,preschool teacher training system has also build up gradually,which has promoted the development of preschool teachers' training effectively.However,because of the time that preschool education gets attention in our country is rather short,these policies are not perfect,and there are still some problems.Therefore,this paper summarizes the evolutionary process of these policies since the Reform and Opening Up based on the policy text,the purpose includes:first,to analyze the influencing factors,and to sum up the characteristics of its development and evolution,and then to analyse the problems of the current policies,finally,to put forward reasonable countermeasures and suggestions.I have used literature method,historical method and case method in this paper,combined with related theories of Pedagogy,and policy science.And this paper is divided into five parts to research these policies.As described next.The first part is the introduction,including the definition of the concept,the literature review,and the value of this study.In the second part,the development of the policy is divided into four stages,according to the time order:recovery and exploration stage(1978-1988),legalization and Standardization stage(1989-1998),consolidation and innovation stage(1999-2009),systematization and improvement stage(2010-2016).And then analyzes the text content of these policies.The third part based on the combing of the evolution process of these policies: the influence of foreign preschool education development;The driving force of the reform of teacher education system in china;The influence of the change of government function.The fourth part mainly analyzes the characteristics of the policy evolution since the reform and opening up: from the pursuit of quantity to quality;the subjectivity of preschool teachers is becoming stronger and stronger;the core value from efficiency to fairness.The fifth part is to explore the problems behind the policy text through the research of the policy evolution process,and then put forward some suggestions: strengthen government functions and fulfill the duties of public service;strengthen legislative protection,improve the evaluation system to improve the training policy.This will provide feasible advice,help to consummate the system of preschool teacher training policy,promote the improvement of policy,accelerate the modernization of preschool teacher training.
