University Transformation Polices Research Of Local Universities To Applied Technology Oriented Universities

At present,it has been a key emphasis in work for domestic education sectors at levels to guide local colleges and universities to become applied technology-oriented universities.As relevant national policies are being introduced gradually,some local universities have already started their transition.Nowadays,there are more and more researches on such transformation.These researches mainly focus on defining concepts,suggesting reasons and problems for transition,and exploring ways to transform.In general,in spite of a rapidly growing number of research quantities,no consensus on core issues including goals of transformation and reform orientation has been reached,which to some extent has hindered local universities to transform into applied technology-oriented universities.Explorations and studies on transformation objectives,problems and paths for traditional universities to become applied technology-oriented universities should not be vague and general.Instead,macroscopic educational policies should be focused on,thus to understand key points of policies and identify relationships between factors and links during transformation.Therefore,it can be ensured that local universities are able to transform into an applied technology-oriented universities in the right direction and with appropriate focuses.The paper proceeds with policies established by central and local governments,and the text content in-depth analyzed by using the method of literature research and comparative research,find out the central and local government policy planning in the major setup,talent cultivation,construction of teacher staff and university-enterprise cooperation of common concern.Meanwhile,characteristic guide measures taken by some local governments in consideration of their own conditions have been explained accordingly,and the values of transformation policies have been highlighted,including the target value of being people oriented,the economic value of supporting regional development,and the basic value of fair education.The problems concerning policy establishment,enactment,and enforcement are fully mined,and other problems on transformation goals,safeguard measures,and evaluation criteria are also exploited according to text contents.And then problem causes are analyzed to find out the root of problems.In fact,since the planning and implementation of policies by central or localgovernments are still in a preliminary stage,the efforts by some local universities to transform themselves into application-oriented universities limited by the traditional teaching ideas.On the other hand,the excessive input of materials required for policy implementation as well as the conflicts of interests among policy participants led to a series of issues in the contents and implementations of policy documents released by central or local governments.Finally,policy suggestions,in terms of educational concept changes for governments,universities and the society,and decision-making,execution and the content system of transformation policies,are made to promote the transformation of local universities,therefore,it can ensure that some universities have made a smooth transition to applied technology-oriented universities.
