Research On Evaluation Index System Of Standard Management Of Archival Work In Higher Vocational Colleges Of Anhui Province

The overall level of archival work of higher vocational colleges in Anhui province has been raised in the past years,but there are still obvious gaps in the requirements of standardization,and many problems in the comparison with the undergraduate colleges and universities.However,at the present stage,the undergraduate and vocational colleges and universities are not distinguished in the laws and regulations when we carry out the archival work,which is lack of pertinence to guide the archival work in higher vocational colleges.Therefore,this dissertation is based on the current situation of the archival work of higher vocational colleges in Anhui province,and combined with the relevant laws and regulations,to build the evaluation index system specifically for it,and effectively promote the,standardized developing of the archival work of higher vocational colleges and universities.This dissertation is divided into five parts:The first part is introduction,in which the background,basis,purpose,status at home and abroad,contents,idea,method and the characteristics and innovation points of the research for this selected topic were described.This part lays a solid foundation for the further study in the next parts.The second part is the status survey of standard management in archival work of Anhui higher vocational colleges.Through the investigation of ten sample schools,the situation of archival work of each school was collated and summarized.First of all,the current achievements obtained in archival work of Anhui higher vocational colleges were summarized from the following five aspects:the management system of archival work and archival institutions were establish;full-time personnel were equipped for archival work;the archives management system is comparatively sound;the level of standardization management of archival work achieved certain improvement;the archives work in different higher vocational colleges has its own characteristics.Then the existing problems of archives work in higher vocational colleges were analyzed from the following four perspectives:the level of standard management is still low;the basic conditions are still not ideal;the structure of stored archives is still not reasonable;the archives informatization construction is seriously lagged behind.This provides sufficient theoretical basis for the next construction of evaluation index system of archives work in Anhui higher vocational colleges.The third part is the analysis of the reasons of the existing problems in the standardization management of archival work of Anhui higher vocational colleges.On the basis of in-depth analysis of the existing problems,the reasons of their production were dug more deeply in this part.Five major reasons were summarized:"Measures for the Administration of Archives in Colleges and Universities" and other related documents were not implemented;there were no evaluation index system specially for archives work of Anhui higher vocational colleges;the degree of emphasis of the leaders on archives work was not enough;archives were not established in accordance with the regulations;the quantity and specialized quality of professional archivists are difficult to meet the needs.The purpose of constructing this evaluation index system is to find out the reasons and solve a series of problems in the second part from the roots.The fourth part is the construction of the evaluation index system of the standard management of archival work in Anhui higher vocational colleges.In this part,the necessity,feasibility,purposes,goals and principles of constructing evaluation index system were first expounded.Secondly,the categories and contents of the evaluation index system were described in detail,that is,they were described in different levels with management system and organization setup,condition guarantee,archives foundation work,archives service work as the primary indexes.Thirdly,the evaluation index system was explained by scores and the specific contents assessed by the indicators at all levels and the score set of every assessment were interpreted.Finally,the evaluation index system was fully displayed in the form of attached tables.The fifth part is the recommendations about the guarantee of evaluation index system implementation.In this part,from the levels of competent departments of administration and archives,higher vocational colleges,their archives departments and archivists in colleges and universities,effective methods were discussed in different levels and angles so as to realize the significance of the construction of this evaluation index system.
