The Study On The Balanced Development Of Compulsory Education Between Urban And Rural Area In Anhui Province

China's long-standing prominent problem of urban-rural binary structure makes the development of countryside far lagged behind the city,the internal binary structure of education also makes the rural compulsory education in the allocation of school operating conditions,faculty level and quality of education is far behind the city.The 13th Five Year plan of China clearly puts forward that we need to realize the coordinated development of urban and rural areas,improve the level of sharing and balanced development of public service,solve the practical problems that people most urgent concern,and put the ability of personal development in a prominent position.While education is the key to country construction of great power human capital,the prosperity of education is an important foundation for national prosperity,only if the young is strong our country can be powerful enough.Compulsory education plays a fundamental role in the whole education system,the fair compulsory education is particularly important.Anhui province was listed as one of the pilot areas to promote the balanced development of compulsory education in 2010.Over the years,in terms of the promoting of the balanced development of compulsory education between urban and rural area in Anhui province has obtained the good effects,also there are some outstanding problems,the emergence of these problems depends on the situation of Anhui province,but also depends on the social system,economy,policies and other factors,the compulsory education resources in the rural areas or poorer cities are less than developed cities.Therefore,how to accurately assess the balanced development process of urban and rural compulsory education in Anhui province and analyzes the restricting factors,and it is very meaningful to put forward the countermeasure choice to promote the balanced development of compulsory education between urban and rural area in Anhui province,and clarify evolution tread in the building of a fair and normative compulsory education,also it can provide important reference significance for other regions.This dissertation based on the related literature reviews,definition and theoretical analysis,through using the Theil index and variable coefficient to analyze and compare the school operating conditions,faculty level,the source of students and the average budget expenditure between urban and rural area in Anhui province in 2008-2015 through horizontal and longitudinal contrast.The target is to find the problems of rural and urban schools and the reasons for the gap on the compulsory education development in Anhui province.The reason mainly divided into four aspects:1.the economic reasons;2.the reasons of system;3.the resource allocation problem;4.legal supervision and evaluation system.And then try to propose the strategy to promote the balanced development of compulsory education between urban and rural area in Anhui province:1.form a new pattern of integration of economic development;2.build a reasonable compulsory education financial system;3.allocate compulsory education resources reasonably;4.establishing comprehensive supervision.
