The change of our country's education policy for the elderly is closely related to the development of every stage of the country.Since the founding of the People's Republic of China,The aged policy of our country has stepped forward in the changing times.The fifth national census data show that China's population over the age of 60 has reached 130 million,accounting for about 10.3%of the total population,and population over the age of 65 has reached 88.11 million,accounting for about 7%of the total population.According to the United Nations standards,China has entered the aging society officially in 2000.Into Into the 21st century,aging in China are increasing,many significant characteristics of various aspects involving of economy and society are presents,such as a lot of the elderly population,the growth speed and our country are not rich yet.Population aging affects the overall situation of national development and which is related to the well-being of millions of people in our country.After decades of efforts the material needs of the old people is has been satisfied,and achieved certain results.Government of china striving for meet the elderly's spiritual and cultural life now.Into the "13th Five-Year" the planning period,the state will pay more attention to the development of culture and education for the elderly.In this paper,Object of this research is the policies of the elderly about culture and education since the founding of our country.According to the different period's characteristics of China's elderly culture and education policies,it is divided into three stages.Based on the analysis of the social background and the characteristics of each stage of the policy,the author explores the law of development,and puts forward some suggestions for improvement.The aim is to protect the rights of the elderly in culture and education,and meet the needs of the elderly's spiritual and cultural life.In addition to improve the quality of the elderly's life in their later years,and promote the stable and orderly development of the society.This paper consists of six parts:The first part:the definition of basic concepts and theories.In this part,the author explain the basic concept of this research:policies of aging,lifelong education and education for the aged,the older culture.Also in this part,the author introduce the theory applied in this research,such as institutional change theory,public policy changes theory,the elderly development theory.The second part:the period of cultural and educational policy generation about the aged(1949-1981).The social background of generation period:the national economic recovery and tortuous development under the planned economy policy,education and employment environment in the specific historical background,polices' adjustment under the situation of the population.The features include:endowment problem first embodied in policy texts,the rapid expansion of Education for all.The third part:the development stage of the old people's culture and education policy(1982-2000).Stage social background mainly includes the change of political situation promote to the changing of people's concept,the ensuing economic experiments,the family planning policy,The influx of lifelong education.The policy characteristics of this stage:aging work was embedded in the national schedule,the elderly education policy specialization.The fourth part:the systematic stage of the cultural and educational policy for the elderly(since 2001).The social background of systematic stage:social changes aggravate the psychological burden of the elderly,lifelong education in our country entered the development stage.The stage characteristics include the content of the elderly education policy become specific,accelerate spiritual civilization construction of rural elderly,education of the elderly was embedded in the lifelong education system.The fifth part is about the general laws and motivations of the old people's culture and education policy changes.The general laws of the changes consist of the mode of policy changes have increasingly diversified,the content of the policy from macroscopic to microcosmic,Increasing popularity of policy.The motivations includes external causes and internal causes.The sixth part:Suggestions for improvement on the policy of culture and education for the elderly.On current problems in the policy of culture and education for the elderly,combined with the advanced experience all over the world,and put forward the policy formulation and implementation suggestions of elderly culture and education policy.Such as Policy concept:forming a positive image of the elderly,to create a policy environment for promoting the development of the elderly;Policy implementation:improve and perfect the elderly culture and education management system,guarantee the stability and professional personnel;Policy subject:regularize the source of funding,the diversification of educational organization;Policy content:innovative culture and education form,enrich curriculum content;Future trend:promoting the construction of the cultural and educational policy system for the elderly.
