The advancement and deepening of quality education, derived the urgent need of the improvement of quality of teachers. As an important part of teachers' qualification system in our country, teachers' qualification examination system is playing a more important role. Whether through primary and secondary school teachers' qualification examination becomes the "ticket" of teaching industry. And the interview process of primary and secondary school teachers' qualification examination ,which emphatically examines basic literacy and teaching ability of the new teacher,is more perfect through constant adjustment and change.This study based on the present situation of the primary and secondary school teachers' qualification examinations interview in our country, based on the viewpoint of fairness,analyzed four aspects including the interview content,the interview process,the implementation and organization of interview and the interviewer, pointed out the unfair phenomenon existing in the primary and secondary school teachers' qualification examinations.Then it analyzes the reason of the unfair phenomenon . Finally this study points out that only by constantly improving the fairness of the interview, can we guarantee the development of the teachers' qualification examinations better and the quality of the teachers and then make our educational business to be more vigorous.This study analyzed the interview fairness in primary and secondary school teachers' qualification examination's influence factors including the interview content,the interview process, the implementation and organization of interview and the interviewer. Paper is divided into four parts: introduction, literature review, the practice investigation and analysis of the primary and secondary school teachers' qualification examinations interview, the countermeasures and conception. The first part elaborated the research background, the research significance and research design methods,focused on summarizing the current situation and historical development of the primary and secondary school teachers' qualification system and the primary and secondary school teachers'exams. It has carried on the simple introduction of the content of the interview and process. The second part summarized the present study in the aspect of teachers' qualification examinations, interview and examination fairness and made a research review. The third part made a survey analysis based on the relevant equity issue of the primary and secondary school teachers' qualification examinations interview. Based on four aspects including the interview content, the interview process,the implementation and organization of interview and the interviewer, it designed possible inequities problem, made a questionnaires aimed at the examinee and the examiner respectively, and made a interview and discussion about the options of the questionnaire, summarized the existing problems and the causes of the problems. The fourth part put forward the corresponding countermeasures and conceptions mainly based on the current situation of primary and secondary school teachers' qualification examinations.The main conclusion of this study is that the current primary and secondary school teachers' qualifications ,which satisfies the most candidates' examination demands, has been relatively fair in the whole. But there is still a degree of inequality. Opportunity is not fair because of different difficulty of the korean proficiency test; the process is not fair because of the lack of rigor of the interview and the result is unfair because of the lack of proper training of the interviewers . In view of the above inequality, we can perfect the related system, strengthen the propaganda guidance and increase investment at improving the scientific level in technology to make corresponding mitigation and improvement.
