Research On The Operational Mode Of The Academic Committee Of Chinese Local University College(Department) From The Perspective Of Governance

College(Department)is not only the two institutions of higher learning institutions,but also the fundamental force to drive the effective development of colleges and universities,however,academic committee of hospital(department)is an important driving force for the development of the college(department).At present,from the perspective of theoretical research and practical experience,the actual operation of the academic committee of local colleges and universities in China has not achieved the desired results,there are many problems and shortcomings,it is necessary to examine its history and to analyze current situation and problems,in order to clarify the sequence of events and put forward the optimizational strategy.The running mode of academic committee of higher education institutions is a set of operation mode,which is formed by the operation concept,operation procedure,operation strategy,organization structure,evaluation method and so on,experiencing three stages of development: political leading,administrative leading,and public governance leading;So far,it has become the highest academic organization of local colleges and universities in our country.On the basis of reviewing the history,this paper makes a comparative analysis of the contents of the articles of association of the academic committee of three local colleges and universities in china;At the same time,by consulting the relevant literature,setting up the questionnaire about the operation mode of the academic committee of local college(department)of universities,in order to understand the status quo of the academic committee of the local college(department)of universities in our country.In the process of statistical analysis of theresults of the survey found that there are many problems in the operation principle,support condition,organization and operation procedure of the academic committee of local colleges and universities in china:the idea of democratic management,corporate governance,academic freedom,professor is thin;Insufficient support conditions required for operation;the relationship between the relevant organizations is not clear;the absence of internal and external oversight bodies;operation procedure is chaotic and disorderly,In view of the problems existing in the operation of the academic committee of local college(department)of universities,this paper puts forward the optimizational strategy from the aspects of operation idea,support condition,organization,operation procedure and so on:implementing the operational idea of academic freedom,professor,democratic management,common management;providing supporting conditions needed to run;building perfect organization;regularizing reasonable and orderly operational procedure.
