Countries all over the world are committed to curriculum reform when human get into 21st century. As the basis for the development of physical fitness and health,Physical Education has always been attached to the national schools.Facing the rapid development of world physical education curriculum reform and the deepening of basic education curriculum reform, our curriculum is facing great challenges and opportunities. As a pioneer in the curriculum reform,The United States owns a lot of overprices which deserve us to learn. This article is based on Chinese "Physical Education Curriculum Standards" 2011 and the United States "The National Standards&Grade-level Outcomes for K-12 Physical Education" 2013,combined with the social, cultural and educational background of the two countries,to find the advantages and weaknesses of our "curriculum standards" through the comprehensive analysis and comparison of American PE curriculum standards.Based on the development trend of China's national conditions and physical education curriculum standards, this paper analyzes the new characteristics of the curriculum standards of the two countries after years of change, and looks for a concrete way for the development of PE curriculum in China. At the same time,it also provides reference for the revision of PE curriculum reform and curriculum standards with reference of the development and reform of "The National Standards&Grade-level Outcomes for K-12 Physical Education ".This paper makes a comprehensive analysis on the curriculum background, curriculum philosophy, curriculum objectives, curriculum content and curriculum evaluation of Chinese and American curriculum standards. Then it comes into conclusion as followings after using the methods of literature analysis, comparative analysis and inductive summary. In view of the different regions of the environment, there are large differences in sports facilities. So the authorities should give local schools and teachers corresponding teaching autonomy. The government should also guide properly and formulate specific regulation;it should not be limited to macro theoretical guidance. In addition, for relatively poor and backward areas, the state should provide adequate facilities and the necessary teaching resources in order to help promote the level of education in less developed areas through the"one to one" exchange in designated areas of the backward areas. In the curriculum philosophy, the two countries attach importance to play their own subjective initiative. But in contrast, the American curriculum standards pay more attention in the development of students' personality. In addition, both countries set health as a final goal of the course. From the cultivation of interest to the "lifelong sports" concept of implementation,it reflects the health concept in a certain level. In short,it can not define who is right in the curriculum concept.A country's national conditions, culture led to differences in educational philosophy. But the thought of western humanism and naturalism education in American curriculum philosophy is worthy of our reference. In curriculum objectives, the US curriculum standards focuses on "sports skills" while taking into account the other four goals for development. In contrast,China's curriculum objectives of PE shows a lack of focus, exhaustive curriculum objectives virtually increase the workload of teachers. In the background of promoting young people's health,China's curriculum objectives should be set up more reference to the US sports curriculum, which is focused on the "motor skills".In curriculum content, the research proposed in the minority areas, teachers can develop a special teaching plan based on regional characteristics.By doing so,it will give teachers more flexibility and teaching space. In addition to that, the study proposed that the state should make PE teaching norms in order to regulate and control the direction of PE teaching. We should also give full play to the hierarchy and make teaching progress and plan flexibly from the national, provincial, city and county. What is more, studying the appropriate standards for each region in details will find the suitable way for the development of content reform in China. In curriculum evaluation, from the perspective of students' comprehensive development, the study proposed that China can refer to the three levels of mastering order in the "K-12 Curriculum Standards",which are "understand","complete",and "master"." Understanding reflects the students' initial contact with the content of the textbook;Completion reflects students could complete the action skills independently;Mastery emphasizes the flexible use in practice. The advantage of the design is to emphasize the "completion " as the core and make it easy to check;Last,to make the evaluation results get more practical significance.By comparing,it can be found that PE curriculum standard is the side embodiment of politics and educational philosophy.Because of the differences in national conditions, cultural and educational environment of the two countries, the revision of the standard in our country should get the essence instead of copying when we look for something available.Among them the most important is the encouragement and support of students' initiative, what is more, the support to sports skills training is also very important. This is not only the inspiration that K-12 Curriculum Standards" brought us,but also a development trend of PE curriculum standards.
