Education is fundamental to a nation's enduring prosperity.The educational equity is the most equitable in society,which is important to promote social stability and development as well as safeguard the legitimate rights and interests of members of society,being the unique extension of social justice in the field of education.Being a comprehensive topic involving ethics,education,economy and other aspects,educational equity is also an important content of public management and public decision-making.Education balanced development is the essential content of education equity.Teachers are participants and leaders of school teaching activities,which can have a fundamental influence on the school running,besides the teaching quality.Compulsory education,a national education in China,is the basis and starting point of further education of Chinese people,which plays a significant role to the student life-long development.The problem of the allocation of teacher resource equitably,for this reason,should be solved in this stage.With the aggravation of the effect of unbalanced promotion of teacher movement and faculty resources sharing in rural and urban compulsory education,how to close the gap of the allocation of teacher resources between rural and urban parts in the compulsory education stage,in our country,has carried on the attempt and exploration in many aspects,obtaining some achievements certainly.Even though the unbalanced phenomenon of teacher resources allocation in rural and urban compulsory education gets some improvements to some extent,it's still a difficult problem on how to make a well-balanced disposition of education resources in the compulsory stage.The article focusing on investigation of schools in Yibin city and rural parts in the compulsory stage on configuration of teacher resources allocation,tries to analyze its present situation and causes,and finally puts up with countermeasures and suggestions.This paper consists of six parts.The first one is the introduction part,which mainly includes the choice of background for the topic and meaning of this research,the key and difficult points of the problem,the research ideas and methods,as well as related research literature review and at home and abroad.Part II defines the concepts of “city”,“township”,compulsory education,teacher resources as well as balanced allocation,and illustrates education equity theory,tools of education balance development as well as rural urban integration,together with introducing measures of developing the urban and rural compulsory education equalization.The third part is to investigate and analyze the situation of teacher resources allocation in rural and urban compulsory education stagein Yibin city.The next part is going to analyze the causes of this uneven phenomenon on the basis of former statistical investigation.The root cause of the teacher resource allocation imbalance in the urban and rural compulsory education system is our country's city and countryside dual structure,along with related policy imbalances,institutional deficiencies,and poor implementation that all add fuel to this disequilibrium.The fifth part is to offer solutions and methods on the basis of the attribution on the allocation imbalance phenomenon.In this section,I mainly focus on how to solve the problem.The final part is the conclusion part.Through the analysis of the investigation of the teacher resources allocation in the urban and rural compulsory education stage in Yibin city,this paper argues that the main performance of the teacher resources allocation imbalance between urban and rural areas is the number of teachers,the faculty's education level,as well as job title and so on being obviously different.The allocation in urban areas is in a strong position,which is no good for the realization of education fairness between rural and urban parts.To solve this kind of phenomenon needs government,society and schools,as well as other organizations to work on each aspect as a whole,especially the part of education at various levels,should find the operable solutions,making rural teachers and students enjoy the better care,and promoting the development of the society's harmony and progress together.
