Research On The Construction Of Social Risk Assessment System Under The Perspective Of Human Security

‘People-oriented' is increasingly remodeling the concept of security,‘people'(including individual citizens and groups of communities)is the ultimate object of public safety,and to ensure the human security is the object in mind and the foothold of building Security ability of the government.China is in the perid of facing the serious problems of population,resources,environment,efficiency,fairness and other social contradictions,this period must be accompanied by escalation of social risk and possibilities of insecurity.Putting ‘human'into the specific situation of China's social and economic transformation to discuss the factors of risk and safety and put forward the strategy and path of risk assessment will be more valuable in practice.The background,purpose and significance of this paper are discussed in the introduction,and the achievements and shortcomings of existing researches are pointed out through literature review.At the same time,the basic framework,research methods and innovations of this paper are also introduced.Social risk assessment and safety management provide the value of coordinates,reference to the basis and a new perspective from the perspective of ‘human security'.The second part defines the core concepts and theories involved in this paper,which means the conceptual history of human security and the application in the main countries.It believes that human security conforms to the concept of ‘people-oriented' in our country,it is a new perspective of social risk research and is able to providing new ideas for social risk management.The third part is based on the two dimensions of human security – ‘free from fear',‘free from want' to explore the source of social risks,constitute elements,construct the evaluation system.Taking into account the non-comparable threats at different levels,the threat(risk factors)in accordance with the possible impact on people should be distinguished between the completion of the two major categories on the basis of distinction,and then re-order the different threats which fall into the same category.The fourth part is to quantitatively examine the destructive,diffuse,diversity and complex degree of the risk components by introducing the quantitative assessment method of the index the analytic hierarchy process,and design a set of qualitative and quantitative risk indicator system.The main innovation of this paper is to evaluate the social risk from the perspective of ‘human security'.In the demonstration of social risk,the ‘human' should be the root of the security object,the study of social risk should be further deepened and the presentation of other evaluation systems should be more constructive.The main theories used in the paper include human security research theory.Research methods include historical analysis,literature analysis,analytic hierarchy process and so on.Historical analysis method is used for sorting out the main concept categories.Literature analysis is also of great importance in the research of this paper.The paper provides strong evidences for many arguments by tracking the research,analyzing and arranging the literature in this field at home and abroad.
