Talents are advanced factors of production.Along with the economic globalization,talents show a international and free flowing trend.Governments of developed or developing countries have been sparing no effort to compete for talents equipped with new technologies and new skills through the implementation of immigration policy.As China is in the economic transition period,it is in urgent need of talents to promote industrial upgrading.Because the talent gap is large and talent cultivation period is long,Chinese government needs to strengthen efforts to introduce talents from abroad to fill the talent gap in China's economic and social development.Nevertheless,the talents introduced from abroad are far from enough in both quantity and quality.An important reason is that the mechanism for introduction of overseas talents has not been coordinated as a whole from the perspective of skilled immigration,which has caused inefficient operation of the mechanism in the market economy.We can improve the mechanism for introduction of overseas talents from the perspective of international migration theory.In the paper,based on the theory,comparative research and experiential summary methods are used to analyze current situation and provide advice.One hand,comparing the practices of other countries,we can analyze inadequacy of China's mechanism for introduction of overseas talents,on the other hand,we can summarize the successful experience in the projects of exit and entry administration reform in Shanghai,Beijing and other provinces for reference.According to the international migration theory,introduction of overseas talents is a complex and systematic project,including various means such as talent appraisal,visa,employment management,permanent residence and social integration.At present,China's mechanism for introduction of overseas talents focuses on exit and entry administration.Chinese government implements a kind of concurrent management model in foreigners working in China,overseas students studying in China and foreign permanent residence permit.The mechanism is scattered.In the paper,I will improve the mechanism for introduction of overseas talents from the links of overseas talents entering,working and their residence in China.Through introduction of market evaluation,points-based system,guidance catalogue for foreigners working in China,labor market testing mechanism and quota management mechanism,management of foreigners working in China can be classified,and the system of permanent residence and social integration can be improved.Thus systematic,legitimate and efficient operation of the mechanism for introduction of overseas talents can really introduce and retain overseas talents and so forth,we can get an advantage in the increasingly fierce international talent competition.
