Into the 21 st century,the rapid development of global high-tech,the new industrial revolution tide,for high-quality top-notch innovative talent has become a worldwide problem.For China,with the Chinese manufacturing 2025,Internet + and other strategies introduced to cultivate top-notch talent "quality" and "quantity" to enhance the demand than ever before more urgent.To this end,universities,especially high-level universities have increased the intensity of the introduction of high-end talent,increased to attract high-quality students and give high-quality resources to cultivate efforts.At the same time,have established honorary colleges,to explore top-notch innovative talent training model,to explore education and teaching reform,such as Peking University Yuan Pei College,Zhejiang University Zhu Kezhen College,Nanjing University Kuang Yaming College,Harbin Institute of Technology,and so on.Based on the above background,the quality of top-notch innovative talents has been paid more and more attention,and the evaluation of cultivating quality has become a problem that all educational institutions must face.In this paper,based on the basic knowledge of CIPP model and related teaching theory,higher school management theory and educational evaluation,this paper constructs the quality evaluation system of top-notch innovative talents training,so as to improve the quality of the personnel through the evaluation and find the quality control factor in the process of personnel training Decision-making,to ensure the effective output of top-notch innovative talent.This paper makes a comprehensive review of relevant research at home and abroad,and defines the connotation,characteristics,cultivation and evaluation of top-notch innovative talents.On this basis,the CIPP model is used to construct the quality evaluation system of top-notch innovation talents The The research methods adopted include literature,analytic hierarchy process and fuzzy evaluation.At the end of this study,the quality evaluation model of top-notch innovative talents was used to evaluate the quality of the prestigious college(hereinafter referred to as H college Y college).The evaluation results are consistent with the actual situation,and accordingly give constructive suggestions to the university Y training mode.
