Compared with other developed countries in the world,the Third-party assessment of higher education in China not only started late,also has problems in its model.How to reform the Third-party assessment to play its strong points is an important issue we need to think about and solve.On the other hand,Governance theory present in all ares of society widely and its spiritual content can improve the third—party assessment model.Based on this,the paper explore the following aspects:Firstly,the paper arranges the theoretical knowledge of the Governance theory and the third—party assessment model.The paper sums up the development stages of Governance in the process of localization.The theory still exists some immature content,but its important position in the public affairs of College Management is indisputable.Then the article discusses the relevant connotation,characteristics,functions of the third-party evaluation model of higher education,the current research status and improvement aspects of domestic scholars in this field.Secondly,it puts forward the close relation between College Governance and the third-party education evaluation.The College Governance includes the change of governance role,governance power,governance relations,management means,and governance target.Which is not only suitable for the internal characteristics of the-third party education evaluation,but also provide a good external environment the for the reform.This lay a strong theoretic foundation for the whole paper.After expounding the necessity of reforming the third-party evaluation of higher education,the paper summarizes its existing problems.In recent years,with the establishment of intermediary evaluation institutions and the emergence of university rankings,the third party evaluation of our country has greatly developed,but there is still some problems to be standardized.Finally,the thesis takes the theory of College Governance as a guide,based on the ideas of pluralistic governance and democratic service,it puts forward modified strategies from five aspects: transforming government role,constructing third party evaluation organization,reshaping market system and transforming university cognition,so as to make the third party evaluation model conform to our country's national conditions and development needs.
