The rapid social and economic development has brought China into middle-income trap.Equality and cross-region balance of education,especially those of higher education,are among the most significant drivers to overcome the middle-income trap.Just as the strategy of "letting a small number of people get rich first" shall never align with a country's goal of being well-developed,if higher education expects a comprehensive development,it will be futile when some regions are allowed to enjoy the benefits of educational resources first while ignoring the huge gap in other regions.As China is now at a critical time of economic transition,the study of equality and cross-region balance of higher education,both theoretical and practical,plays a significant role in development.With a focus on the central fiscal support on affiliated higher education institutions(HEIs)under Ministry of Education,this thesis analyzes the existing problems,especially the constraints of equality,of fiscal expenditure on higher education,followed by the solutions to realized equality and cross-region balance.Starting with an introduction of theoretical studies on equality and cross-region balance of higher education,as well as a general description of the current situation,this thesis conducts a detailed analysis of the surveys of central fiscal expenditure on its directly affiliated HEIs to explore exiting problems.Based on the analysis,this thesis probes into the causes of inequality and imbalance among which the three key drivers are:imbalanced economic development across regions,imperfection of institutional system and the change of regulations.This thesis ends up with suggestions on policy and regulation based on the experience of various countries in order to facilitate the development of equality and cross-region balance of higher education.
