Community college occupys half of the scale in American higher education.The quality of community college determines comprehensive strength of American higher education,and affects the rises and falls of social and economic development.Grabing the essential connotation of educational quality and using a reasonable way to evaluate the quality with effective tools are conducive to improve the quality of education.In the last twenty to thirty years,American community college has formed a normative and comparatively complete framework in student learning outcomes assessment,which has made some effects in educational assessment.Higher vocational education of our country puts highlight on quality improvement,problems of setting input indicators as main content of quality evaluation should be settled.Exploring other countries' experiences of learning outcomes assessment has important value in eliminate the predicament of our vocational education assessment.This paper primarily uses research methods of literature analysis,content analysis and case analysis,study on American community college student learning outcomes assessment of its history,characteristic factors and the reality.Chapter one primarily expounds background of the research,literature review,concept definition,research ideas and methods and significance of the research.Chapter two includes two main parts: part one devides the development of educational evaluation into four periods according to the characteristics of educational quality evaluation,which includes foundation period,scientific revolution,response to accountability and quality improvement;the second part introduces bloom's education target classification,learning results dimensions,target evaluation model and school factors affecting as several related theories,the research analysis the connection between these theories with the application of student learning outcomes assessment.Chapter three analysis the main body,content,process,methods and tools,ways of collecting and using results of assessment,point out obstacles,problems and limitations in assessment.Chapter four explores the current situation of American community college SLOs through the method of content analysis,makes statistics,conclusion and analysis of highlight characteristics,and makes a brief introduction of two special cases using the method of case analysis.The last chapter summarizes the characteristics of American community college SLOs assessment according to previous contents,analysis our higher vocational education quality assessment,and then,giving some suggestions to our higher vocational education assessment form concept,structure,evaluation content,evaluation methods,evaluation tools and the evaluation main body,etc.
