Research On OTL Model Of Technology Transfer In American Public Research Universities

To build an innovative country has become an important strategy for the development of our country.In 2015,the government has revised the Law on Promoting the Transformation of Scientific and Technological Achievements and introduced a series of supporting policies.Technology transfer in china has entered a new stage.But the technology transfer in universities is still in its infancy and have not had a good model of development yet.This paper studies the OTL model,which has made great achievements to concerning the transfer of technology in American colleges and universities,with the purpose to deepen the understanding of the model in our country,provide reference for the decision-making of administrative institutions,improve the current development and help us to catch up with the advanced world levels.In this study,literature analysis and case analysis are mainly used.First this paper analyzes three different models of technology transfer in American universities and proposes two theoretical bases of OTL model.Then the paper discusses the organizational structure,operation mechanism and guarantee condition of OTL model and summarizes the successful experience and shortcomings of the operation of this model.Finally,according to the experience of American OTL model and the reality of technology transfer in Chinese universities,the author puts forward some suggestions on how to construct OTL model in universities of China.The study finds that the US OTL model has a sound legal policy system,coordinated political,business and university relations,as well as business management strategies.But there are also some problems.For instance,licensing offices have limited patents,low technology transfer rates,and limited real benefits.And then considering China's situation,the author puts forward the following suggestions on establishing OTL model in China's universities:improve the relevant legal system and Technology Transfer Institutions in universities;change the assessment method;enhance teachers ' awareness of technology transfer;broaden the sources of funding;build a professional personnel team.
