For many years,the educational and administrative department stipulated that the school in the stage of compulsory education prohibit the division of key classes and non-key classes,but the phenomenon of key classes still exists in the junior school,and the high school is even worse.Quality teacher resources and students are concentrated,the fairness of education is difficult to be truly implemented.As an important educational resource,teachers play an important role in disseminating knowledge and shaping the soul of students in the education process.Therefore,the fair and reasonable allocation of teacher resources for the existing students is an important way to eliminate the difference between classes and achieve education fairness.This article mainly conducted the following research on teacher allocation issues:(1)The fuzzy C-means algorithm based on index weight is used to evaluate teachers objectively and reasonably.According to the existing teacher data of the education statistics database,this work processes data first and designs the teacher indicator system which divide the attributes of each teacher data into basic indicators and evaluation indicators.According to the characteristics of teacher data and the needs of classification assessment,a teacher evaluation scheme based on fuzzy C-means clustering algorithm with an optimization on indicator's weight is designed.The work analyzes the teacher evaluation example based on the fuzzy C-means clustering algorithm to evaluate teachers.This part provides the data and theoretical basis for the follow-up teacher allocation model.(2)Based on the accurate teacher evaluation,a mathematical model of teacher allocation is constructed,which is a multi-objective optimization model be constructed based on the fair and reasonable distribution of teacher resources.First,four important indicators in the teacher allocation model is defined,including the indicator for measuring teacher's teaching ability,the indicator for measuring the overall quality of a class,and two indicators for measuring the teacher and class combinations.Secondly,under the reasonable assumption,the objectives andconstraints of the teacher allocation model are determined and abstracted as mathematical problems.Finally,since the teacher allocation problem in this paper belongs to the combination optimization problem in discrete space,the discrete particle swarm optimization algorithm is chosen to solve the model.(3)A discrete binary particle swarm optimization algorithm for the teacher allocation model is designed.Firstly,this work designs two kinds of particles' coding in the design algorithm,and propose the correction strategy of particle position according to the particularity of model constraints,add mutation operation and local search strategy in the algorithm to improve the search accuracy of the algorithm.Finally,this work conducts experiments on the teacher and class data of a certain school.The experimental results verify the rationality and effectiveness of the teacher allocation model.Teachers are the main roles in the teacher allocation model,the teacher allocation model should reflect the importance of teacher resources.Based on analyzing the teacher data,evaluates the teacher's teaching ability and the overall quality of a class,it constructs the teacher allocation model so that the construction,optimization,and improvement of the model are well documented and more reasonable.The rational utilization and the development of high quality of teachers' resources are self-evident to the promotion of school education.This model have some advantages in improving the system of teachers' evaluation and improving the quality of school management and teaching quality.This teacher allocation model in this paper aims to provide strong data base and technical support for educational management decisions.
