The development of China's media industry has experienced diversification,collectivize operation and capital operation stage,has now entered the market competition is mixed with the coexistence of administrative power development stage.In the process,determines the main forces of the development level of China's media industry is still a government,rather than media organization itself.Both domestic scholars and foreign scholars in recent years, in the study of media industry development level,rarely on institutional factors on the influence of the media industry development level,especially the system of factors on the empirical analysis on media industry development level is less.This article of the institutional factors of China's 31 provinces,cities and autonomous regions index and factor score of the development level of China's media industry as a sample to calculate, through correlation analysis and grey correlation analysis to explore the institutional factors associated with the correlation of China media industry development level and degree of size,by quantile regression model to explore the same stage in different development level of institutional factors in China's media industry's impact on its development.Through correlation analysis,this paper argues that the media industry of nationalization rate,degree of marketization of the media industry,media industry opening to the outside world degree,degree of marketization of media industry credit capital allocation,and degree of media industry producers' legitimate rights and interests protection system factors associated with media industry development level,the development of Chinese media industry level is affected by these institutional factors;National finance income and the media industry and media industry development level is not related to,the national finance income investment has not been able to play their role to the development of media industry. Through the grey correlation analysis,this paper argues that market-based degree of media industry and media industry development level of the highest correlation,media industry producers' legitimate rights and interests protection degree and media industry development level correlation is the lowest.Through quantile regression model analysis,this paper argues that the institutional factors impact on the media industry,which has significant influence on the media industry and media industry producers' legitimate rights and interests protection degree of marketization,and the degree of marketization of themedia industry,media industry opening to the outside world degree and market-based degree of media industry credit capital allocation has a promoting effect on media industry; In different quantile level,the same factors impact on the media industry has a certain trend,With the development of Chinese media industry,the trend of the effect from marketization shows as U shape,the trend of the effect from credit capital allocation marketization shows as inverted U shape,the contribution rate from the degree of opening keeps upward,the contribution rate of nationalization is falls first then raises,and the contribution rate of producers' legitimate rights and interests protection rises before inhibition.To solve these problems,promote the marketization of the media industry,reduce administrative examination and approval,which will be more and more industries and enterprises to the market; Increase rate of media industry of nationalization in law on the state for control of the media; Set up the special body protection of the rights and interests of media products; Credit insurance market development,cultivating cultural property circulation market; Reasonable and effective use of foreign capital and guard against risks.
