Due to innovative growth strategies driven by Chinese Academy of Sciences (CAS), infrastructure projects involve significant amount of research units within CAS internal system. The level of difficulty increases in managing project duration, investment, quality and other area. CAS Infrastructure Project Management System (CAS-IPMS) is an information management system specialized in a full range of dynamic management for infrastructure projects. The purposes of its development are to provide a database for project budget control; to achieve overall process efficiencies; to increase efficiency of functional departments; and to promote procedures and standardization.This research paper firstly states the background and the importance of the development of the CAS-IPMS. Secondly it analyzes business processes in various project management stages including project proposal, schedule, approval, execution, and completion. And finally discusses development ideas, strategies and methods about the CAS-IPMS. The paper Through managing project information flow, the system assists to determine project proposal, execution, budget allocation, completion and acceptance so as to achieve different phases of a project life cycle.CAS-IPMS framework is firstly defined by thorough analysis of business processes. Based on B/S architecture, the system platform is built on Java technology supported by MySql database. UML modeling language that describes processes and methods of each module is used for analysis and design. And finally strict system testing is conducted.CAS-IPMS has been fully implemented and in production. It provides convenience in managing infrastructure projects and significantly improves the efficiency of project management. It not only makes investment of a given project scientific and rational, but also reduces the workload and decreases financial risk. This system meets the needs of infrastructure project requirement.
