As the rapid development of world economy and information industry, all kinds of management modes in different domestic companies and enterprise are constantly geared to international standards, and gradually realized the informatization. Because of the continuous scale expansion and business development, Kaiyuan Petrochemical Co., Ltd. proposes higher demands on enterprise management. However, HR management has been seriously affected by the simple structural design of HR information database, complicated information and incapable upgrading of the HR management system, which also become a big issue for company management. The fundamental objective for HR management is to make full use of the overall HR information, so as to ensure the normal company operation. Therefore, it is necessary for all companies to develop a HR management system with pertinence and effectiveness.In the paper, it has made a detailed analysis and design of the HR management system based on the theory of management information system. Firstly, it introduces the basic structure of HR management system and UML modeling mechanism in detail. As for the system design, it analyzes the system from the perspective of business process, functional modules, use case etc. Moreover, it fulfills the overall system design through case design, database design, input and output design etc.In the system, it manages and stores the HR information in unification through application of data base(SQL SERVER). Visual Basic 2008 is used as the major development tool for the foreground application of the system, and then implements the system operation under B/S mode by combining the two together.Paper describes the development process of Kaiyuan Petrochemical company human resources management system, using structured analysis method to the new system of the organizational structure, management business processes, user demand, etc. the system database concept structure and logic structure of comprehensive investigation and careful analysis to meet the actual proposed physical and logical models of the new system. To enhance the operating efficiency of the original human resources management system. Achieved from a group of comprehensive human resources information management, to ensure the rapid transmission of information, the organization between the coordinated development and effective communication. And through the long-term accumulation of large data, to guide future molecular units of information construction and human resources work. At the same time by time, space, manpower, funds fully reduced, reduce the cost of enterprise management.
