The 21st century is the century of ocean and the marine administration is an important embodiment of marine power and soft power.Marine administration work is characterized by strong policies and complexity, which requires rich experience and capability of marine administrators to deal with daily hard working tasks. Therefore, it will be great benefit of marine administrators to do a better job with a knowledge aided software toolset, which can provide work-related knowledge to them to improve their efficiency and effectiveness of decision making whenever needed. As a result, a dedicated mobile app has been suggested and implemented to serve the purpose.Working with the rich marine administration-related content resources of the China Ocean Digital Publishing Network(CODP), the mobile app (KAMA) aims to provide rich, just-in-time work-related knowledge to the marine administers around the country with advanced and well-designed model of knowledge services.Through the innovative project, the following results and contributions have been achieved:1) A well-designed, useful and functional mobile application for Marine administration work (KAMA) has been implemented successfully.2) The KAMA could be used in both online and off-line situations, and integrates local and cloud in terms of functions and resources resulting in richer knowledge resources, faster local services, better safety in both personal information and system security management. All of these together lead to a good user experience.3) During the project, we have attacked and solved a series of technical difficulties, which include the synchronization between the mobile device and cloud end, and how to manage the vast volume of professional knowledgebase in the mobile device, and online retrieve to the CODP on cloud as well.We believe that the project will promote the knowledge-based service capacity in ocean industry, and make significant contribute to the marine administration of China.
