The urban water affairs which belongs to the municipal public utilities is linked closely with public interests and has a great influence on the life quality of urban inhabitation and he economic and social sustainable development.China’s water management has made remarkable achievements after decades of reform process.But there are still some problems,for example,Policies are issued by different departments,The government functions decentralized in different departments,Water resources management urban-rural is division,The basin is divided different strip area,Poor infrastructure,Water market is not perfect,The water price mechanism is formed single,Laws about water are lacked,etc.The reforming and innovation is the key to solve the problem.The research about integrated management of urban water affairs has important significance both in practice and theoretical perspectives.Firstly,This article select 36 major cities to conduct a comprehensive investigation and research,and have a global evaluation for integration management of water affairs,Through statistical analysis of the functions of water administration,flood control,water supply,water saving,drainage,wastewater treatment and reuse,Get results that 24 cities were established water authority in 36 cities,the percentage is 67%.The percentage of the function of water supply,water saving,drainage,wastewater treatment and reuse is respectively 56%,86%,44%,86% in 36 cities,the percentage of wastewater treatment and reuse is lowest.And then summarizes the results and the deficiencies of integrated management of urban water affairs.Secondly,The typical cities were selected for quantitative evaluation by using LM-BP neural network model.And then build the evaluation index system and evaluation standards about Integrative management of the water water affairs.Using LM-BP neural network model for training and simulation,then establish AHP evaluation model to Comparison analysis.The the results of two methods were similar except Beijing which has a little difference,Which shows that the LM-BP neural networkl is practical and effective.In the evaluation of the six cities,the evaluation resultes show that the order of integrated management about water of Beijing is excellent,the resultes of TianJin,ShenZhen,GuangZhou are good,the resultes of ZhengZhou and JiNan are fair.Evaluation mode based on LM-BP neural network overcome the shortcomings of the traditional neural network model and the convergence speed and accuracy are improved.Compared with AHP evaluation model,LM-BP neural network model LM-BP neural network model and shows its superiority.The evaluation model which is objectivity,accuracy and efficiency will provides scientific evaluation method for the integrated management of urban water affairs in the future.Finally,The article puts forward the measures to deepen the reform of the integration management of water affairs: 1,build new governance structure of urban wate affairs;2,integrate industrial structure of water affairs and improve the diversification of investment and financing mechanism;3,build a reasonable water price forming mechanism;4,improve laws and regulations about water affairs;5,realize the integration of urban and rural water management,providing strong system guarantee for the optimal allocation of water resources;6,build reasonable and efficient competition mechanism;7,strengthen water informatization construction and bring water affairs to intelligenc.Innovation of this paper lies in:(1)research present situation of the integrated management of urban water affairs In the point of view of the departments of water administration functions,through to statistical analysis of functions of water administration,flood control,water supply,water saving,drainage,wastewater treatment and reuse,make the research more targeted.(2)the method of comprehensive evaluation is innovation.The previous research about the integrated management of water affairs put emphasis on qualitative evaluation or evaluation model only based on AHP.This paper choose the combination of qualitative and quantitative methods to evaluate.Firstly,used qualitative methods to evaluate the 36 important cities.Secondly,LM-BP neural network model is established to evaluate the six typical city,the evaluation results show that the evaluation model is practical and effective.Compared with the AHP model,the LM-BP neural network model improves the computational efficiency and shows its superiority for batch data processing.The evaluation model which is objectivity,accuracy and efficiency will provides scientific evaluation method for the integrated management of urban water affairs in the future.
