Construction organization design as a low-cost, high-quality, low consumption, optimal economic method is used in various construction units. With the rapid development of China’s economy, railway running speed is also gradually improved. To ensure the safety of railway traffic, the last ten years a large number of communication technologies were used in the China’s railway information communications. More and more people attend the importance of communication, and the era of heavy signal light communication is gone. Communication engineering in the construction process, the construction design has an important position, and its role in the construction of the most vividly reflected. Railway communication engineering construction organization design as a reasonable treatment of human and material resources, supply and consumption, duration and geographical features, quality and progress of the project, production and management mode in construction period, so that the construction production can carefully, orderly, rationally and scientifically conduct.In the introduction section of this article we describe the current development of construction design and construction management of the domestic telecommunications construction organizational aspects. In the second chapter elaborates the theory of the construction organization design competitions including basic construction, quality and safety assurance system, optimization theory and design evaluation of specific projects in design.
