The Case Study Of Government Procurement Of Book In Academic Libraries

Now more and more academic library is in the book’ interviewing for government procurement channels, on the one hand it is the requirement of related regulations, on the other hand, the government procurement has advantage in the normative, superiority and transparency. Academic library need to meet the demand of readers, at the same time, also assume the role of the teaching and scientific research, in order to meet the requirements that is the ministry of education evaluation to academic evaluation, it is particularly necessary to increase the construction of literature information resources in academic library for government and school authorities.This article mainly studies the government procurement in three aspects, the subcontract of the book, the tender of book and the formulation and implementation of government procurement contract. And based on the actual process of a college library books purchase as a case to be analyzed. It can be very real understanding to the actual process of purchasing books, and there are some problems in the process were observed.In the subcontract of the book, there are some problems need to be solved like the types of the subcontract is too single, orientation of the subcontract and so on. Put forward solutions to solve these problems, such as to strengthen the construction of laws and regulations and specifications, the subcontract the diversity of species and select standard of qualification.In the Books’ government procurement, introduce what did the director do and how did do in books bidding process. From the analysis the bidding process about the director,we can find some problems. the problem of timeliness, the problem of unfair competition in the process of bidding, the professional level of the evaluation and the problem of the winning of after-sales service. From the aspects of the corresponding proposes, find some solutions to these problems.In the formulation and implementation of government procurement contract, the mainly problems are these,The communication between each other is not very good, and the problem is about the standardization and elastic of the contract. The solution mainly consider from strengthen communication, improving the standardization of the contract and strengthen the binding force of the contract.
