Air Traffic Management Bureau as the central management of civil aviation operations command center with the civil aviation information data, air traffic control information technology services directly affect the effectiveness and efficiency of civil aviation transport.This paper learn from the experience in the construction and development trend of China’s future ATC ATC new generation of information systems, analysis of the Xinjiang Civil Aviation information construction process of the problems; using SWOT analysis method, the Xinjiang civil aviation management information construction internal conditions and external environment; gives a Xinjiang-based air traffic control civil aviation operation management system under the framework of realization of SOA SWIM design; sorties to meet the future needs of Xinjiang, the Xinjiang Civil aviation proposed ATC information system construction Countermeasures.
