The emergency exercise simulation plays a vital role in the improvement of government’s overall coordination capacity when dealing with social emergencies. Yet a comprehensive command of the emergency situation is the prerequisite to carry out a scientific and effective decision in case of emergency. As a simulation to the dynamic evolution process of emergency response situation, situation deduction can express the mechanism of event evolution and the impact of disposal decisions on the evolution of the situation in an objective and scientific way, help the trainees to strengthen their knowledge of the dynamic status of emergency situation,and help making emergency disposal action plan. Therefore, it is of great significance to study on the situation facing emergency simulation exercise deduction system both theoretically and practically.In this thesis, a series of research on the situation deduction system is carried out based on the background of the project of the EESP( Emergency Exercise Simulation Platform). We divided this system into two parts based on its function: the situation deduction engine and the situation display system, the former is responsible for the background logic of the situation deduction system, and the latter is responsible for the display of the foreground interface. Based on GIS(Geographic Information System)which is a powerful tool for collecting, storing, managing and analyzing spatial object data, the situation display system can meet the needs of emergency simulation exercise to the visualized and real-time situation information, provide more prompt and accurate situation data to the emergency response departments. First of all, after the completion of the brief introduction and analysis of the platform and the expression of the situation elements in the emergency exercise,we classified the users of this system and defined the requirements in this system,designed this available application framework.Then,we make some research on the important mechanism involved in the situation deduction system, including information management mechanism, model scheduling mechanism, time management mechanism and visual display rules in GIS. Finally, based on Super Map 6R series products as the GIS application service platform, using the.NET framework technology and the object-oriented programming approach to realize the function of the situation deduction engine.By using Flex technology and Super Map i Client for flex API, we complete the function of the situation display system and make a more abundant interface display client.As a part of EESP, the situation deduction system can simulate the changes of the situation factors comprehensively and accurately when emergency happens, and can reflect the influence of emergency decision made by the participating departments to the situation. This system can provide help on training and improving the emergency response capability of participating departments, and it has good practical value and bright prospect.
