The Design And Implementation Of Information Projest Management System In Local Government

The local information project management department is an agency which is supposed to manage all information project in one area or a region, with the increasing development of e-government and the further in-depth of "service oriented government" concept, how to carry out information management, provide better service to various government departments and companies, manage the information projects in the region scientifically and effectively, is now becoming the primary task of the local information management department. Utilizing the combination of the traditional information project management means, the electronic government affairs, and the mobile application technology, to develop a set of information project management and mobile online reporting system is extremely urgent. The information project management system focuses on solving problems such as the human resource shortage of local government, especially information department, the standardization of financial budget, the increasing of information project, the change of the project leader, the difficulty of training, and the higher cost. It can also change the undesirable situation of lengthy approval process in the traditional government project management, manual operation mistakes, and the lack of necessary progress control means. The information project management system will effectively improve the utilization efficiency of special funds for scientific research, standardize the management of scientific research plan and improve the use effect of funds, achieve visual control of the project management process, improve the efficiency of project management, and provide information for project management timely and accurately. It has a certain practical significance and application value for the local government information project management department and relevant units to grasp the project information in real time, improve the efficiency of management and operation.This paper discusses the information project management system combine information technology with project management daily work, and with the introduction of mobile e-government technology, a more practical application of information project management system has been developed. In this paper, the system mainly adopts the B/S structure technology as the whole structure design technique, uses of middleware and the N layer architecture of large databases, formed by the browser, WEB server, application server and database server. Using B/S structure, management and maintenance of the whole system can be centralized, the client is free installed with zero maintenance, and the reasonable distribution and clustering technology of user layer, WEB server, application server, database server are realized. Using N layer architecture, the data server and application server are deployed in multitier, the data server is set in government computer room, the application server can be arranged according to the actual application requirement and network environment. On this basis, combined with the Azure Windows cloud computing technology, the use of cloud computing services, can not only support the external cloud applications, as well as server as a basic platform which offers convenience and takes a large amount of data analysis for numerous Microsoft’s cloud services, such as Azure SQL Database or Dynamic CRM Online. In addition, with the concept of "mobile project management", a project management system platform based on Android mobile terminal is constructed. The mobile client technology is introduced to make the information between project manager, project superior supervisor, and project participants communicated more convenient and fast real-time.The communication mode between the Android client and server side in this system is HTTP, thus to better achieve the project real-time management by using the mobile client mode. Through the design and implementation of information project management system, and after we promote the system to the units which are preparing for the application of information project, it has greatly improved the efficiency of information project management and scientific level of project management, improved the efficiency of special funds, and strengthen the supervision of special funds. At the same time, it has promoted the government information department’s ability to overall manage information technology projects in the region, scientific use information special funds, and promote regional information technology development.
