The system will eventually be able to realize the vehicle registration, identification, billing and information management capabilities that can meet the intelligence community for vehicle access control needs of functionally related.The main work of this paper is, first of all from the intelligence community for vehicle access control requirements analysis to start, a clear system to achieve the functional requirements and non-functional requirements, using the research methods of theoretical research and design and implementation of a combination. On this basis,the intelligence community for vehicle access control system, the outline design, and analyzes the key issues encountered in the system and find a reasonable solution; in this system, to achieve the six major system modules, That entry module, export module, identification module, management module, billing module and log module;then the detailed design of the system and said module implemented.
