Research And Implementation Of The Budget Management System Of County-Level Financial Departments

With the rapid development of the national economy, budget management of finance department is increasingly becoming the main leader of financial management. In budget management the budgeting and data processing should be networked, accurate, real-time efficient and flexible operation. The process of fiscal reform and information construction in Finance Department of Jiaxing City is very rapid. So the demand of information construction is very urgent. The budget management system can norm financial work, supervise use of budget, improve the using efficiency of financial funds, increase the transparency of government finances, be more conducive to clean government building. The system provides technical support to improve scientific and refined level of financial management.In this paper, we use the actual project of Jiaxing Finance Bureau as background. Budget management requires a unified service standards, covering all financial resources, radiation budget institutions at all levels. According the above requirements we detail the design and implementation of county-level financial sector budget management system. Testing and application show that the system is feasible and effective. The system plays an effective role for rational scientific budget and rational use of the budget.The main innovative research work of this paper can be summarized asfollows:1) According to the Ministry of Finance’s requirements, the system is designed and developed by the present regulation "two on two under". The budget covers all of the income and expenditure in departments. It embodies the principle of "separation between revenue and expenditure ". 2) The system includes four modules of basic database, the project library, indicators and department budgets editor. Basic database provides a reliable basis for the budget management. And it realizes information sharing of personnel, assets and public resources. And it solves the inaccuracy of budget data and the information is not sharing between departments. The system implements various functions of department budgets and plays a huge role of reasonable fiscal budget. Project library, index library and department budget editor achieve the various functions of financial department budget. And it solves the budget approval process complexity and the poor supervision of budget. 3) This paper is based B/S/S three-tier architecture of J2 EE. Using J2 EE + component technology make the system to achieve high scalability and reusability. Cross-platform technology of J2 EE allows greater flexibility in system’s deployment and implementation. The Database Engine of system adopts a large database management system of ORACLE. The database uses B/S architecture to achieve the interaction between databases in network environment. This feature is in full compliance with the requirements of the Financial Budget Management System and achieves high performance for online transaction processing.
