| The historical emergency cases are of great significance to the decision makers. The number of cases, the completeness and accuracy of the information will be directly related to the value of providing support for decision making. In the past, the development of emergency cases mainly consists of three stages: topic selection of the cases and preparation of the development, investigation and interview, as well as redaction and verification of the cases. In the first stage, the number of cases will be limited due to the certain purpose of the topic selection of the cases and the preparation of the development; in the second stage, some information of the cases will be missed due to the restriction of time and the number of interviewers; the cases can be presented in various formats in the process of redaction, there is even no uniform standard format for the emergency cases of the same type.In order to solve the problems in the original emergency case development, this paper presents a method of the open and collaborative emergency case development, and the corresponding system design and application are conducted. Firstly, appropriate structural model of emergency cases is selected in the paper. Secondly, the case representation method based on ontology is adopted to construct the ontology model of emergency cases which can be classified into the general ontology model and the specific ontology model. Finally, a website platform of the open collaborative emergency case system is designed with the combination of the case model and the open collaborative thinking.Through the practical application of the typical emergency cases in the website platform, we have verified that the system platform can meet the demand of structured storage of all the existing emergency case information. Meanwhile, the structured organization form of emergency cases in the system platform is consistent with the logic of emergency case redactors. What’s more, we demonstrated how to import the case information added in the website platform into the ontology development platform through format transformation with a real instance, and then extended the ontology model of emergency cases and applied it into the website platform. |
