| The cruise is one of the main means of water safety supervision in exercising management responsibilities of Maritime Bureau. Water cruise regulatory system has considerable development with the development of the next generation of electronic information technology, the maritime management system, GPS, VTS, AIS, VHF, CCTV and emergency dispatching system etc that applied to the cruise operations, making the information technology has greatly improved in safe cruise, maritime law enforcement. But now each monitoring system is independent or semi-independent operational status, resulting in poor coordination between systems, data integration and lack of information exchange. Unable to combined VTS, AIS and other regulatory features of the facility and fully play its role, leading to a heavy workload controllers work independently of each monitoring system caused by the high cost and low efficiency.A new generation of surface transport integrated cruise is based on the existing data collection sensors, maritime basic information networks and data processing servers. Wherein the sensor comprises GPS positioning terminal, video camera terminals, as well as AIS berth equipment, radar equipment. Basic information networks including IP bearer network, maritime service dedicated WAN, AIS network, VTS network, CCTV video transmission network. Maritime cruise data including static data of ships, crew, ship inspection, visa data, and GPS location data, VTS, CCTV and other dynamic data. The static data is used to query, determine the characteristics of object in the cruise, and dynamic data offers the cruise object location, status, video and other information for the cruising object tracking and monitoring. The navigation rules libraries and library of early warning model is made based on cruise data and reasonable cruise rule with early warning rule to achieve channel management and early warning capabilities. With deeply Data Mining and analysis of the cruising data that stored in the database, provideing a basis for the development of rational cruise rules and warning rules.This paper analyzes the problems of the traditional cruise through and technical characteristics of maritime control facilities, research how to combine modern new monitoring system, using a new generation of electronic information technology, Establishing module on the computer platform of the realization of ship cruise, segment cruise, navigation environment inspection, statistical analysis and alarm auxiliary functions and other functions, can change the existing cruise mode to enhance maritime security regulatory standards, and propose a feasible solution that can promote scientific, preciseand, visualization and sustainable development of maritime management.By sector experimental results demonstrate that the design and implementation of integrated water transport management system achieved very results, which can achieve an efficient cruise, intelligent analysis, regulation and law enforcement, the system can meet the needs of maritime safety supervision. |
